雲林縣姊妹縣遠在德國梅佛邦的巴歆縣(Germany's  Parchim  County)，今(26)日由縣長Stefan Sternberg(史騰貝格)偕同梅佛邦邦政府內政、建設暨數位廳廳長Christian Pegel(裴格爾)及巴歆縣議會議長Olaf Steinberg(史坦貝格)等6人，進行5天4夜雲林參訪交流拜會，縣長張麗善特於劍湖山大飯店舉辦歡迎晚宴，迎接巴歆縣長等千里迢迢遠道而來的貴賓，盼深化與德國巴歆縣締結姊妹縣25年情誼。

雲林縣於民國88年(1999年)與德國巴歆縣締結姊妹縣，從而開始建立兩縣友善的交流關係。106年(2017年)縣府曾邀請巴歆縣長及議長參訪本縣所主辦的2017年台灣燈會。110年(2021年)該縣改制10周年縣慶活動時，張麗善縣長特致贈書法卷軸1幅及本縣110(2021年)年全國中學運動會吉祥物祝賀，讓兩縣的情誼堅如磐石。

張善縣長表示，德國巴歆縣史騰貝格縣長本次率團交流主要目的是考察本縣各項產業，尤其是數位化設施推動情形。參訪首日，縣府即安排貴賓觀摩雲林智慧教育中心、智能居家生活館行程。隨著科技的進步，數位化將是各項產業的未來趨勢，近年來雲林縣致力將數位科技帶入教育、運動、醫療及居家生活等面向發展，更成立雲林智慧教育中心、輔具器具資源中心(智能居家生活館)、運動科技示範中心、智慧農漁業等各項數位化重大設施，將雲林縣打造為智慧城市。期盼藉著本次與巴歆縣城市交流，兩縣能共享多面向成功經驗，一同打造數位化城市，希望巴歆縣長團隊在雲林這段期間，體驗雲林縣數位化的成果，亦能好好品嚐道地的雲林良品及充滿地方特色的在地美食。

巴歆縣長Stefan Sternberg(史騰貝格)一行人下午特地至縣府拜會縣府團隊，張麗善縣長也陪同其所帶領團隊成員前往參觀雲林縣輔具器具資源中心(智能居家生活館)。史騰貝格縣長感謝縣府團隊為此次拜會行程極致的安排，尤其今天在雲林智慧教育中心看到AI、智慧科技實作展現，令與會隨團人員驚艷。他表示，巴歆縣座落於德國東北部梅佛邦，位在漢堡與柏林兩大都會區之間。在2011年與路德維希斯特縣合併後，為德國面積第二大邦轄縣，其主要產業包括製糖、農業、運輸、機械工業等。這次是他第二次造訪雲林，很感動巴歆縣在改制10周年縣慶活動時，雲林縣所展現的情誼，他也邀請張麗善縣長明年務必到訪巴歆縣。

 

民政處長蕭德恕指出，此次非常感謝外交部駐漢堡辦事處陳處長槱順及左秘書龍娣辛苦地居中協助促成兩縣的交流，除讓雙方首長會面外，縣府也藉安排貴賓參訪雲林智慧教育中心、智能居家生活館及智慧農漁業等行程，展示雲林數位化成果；此外亦規劃古坑草嶺行，讓貴賓體驗森林療癒，感受雲林縣山海之美，同時提供雲林縣特色飲料VDS紅蘿蔔汁、古坑咖啡及雲林在地食材等，盼讓姊妹縣貴賓享受雲林的美食美景，深入了解雲林、愛上雲林。參訪最後一天則由外交部安排拜訪數位發展部、參觀故宮博物院。

 

縣長張麗善強調，縣府這幾年積極推動數位化，各項政策皆呼應聯合國SDGs 17項指標，與國際接軌，未來也需向國外城市請益成功經驗亦要多多汲取各城市優點，唯有不斷的加速前進，雲林才能走向更國際化、現代化城市，成就更美好的未來！

 

德國巴歆縣長一行人蒞縣參訪期間，適逢雲林縣議會定期會，張縣長也歡迎巴歆縣長(史騰貝格)、議會議長(史坦貝格)參訪本縣議會議事運作，期盼兩縣能多多交流交換彼此意見及想法，最後衷心祝福巴歆縣與雲林縣的交流能綿延不絕源源不斷，透過兩縣在科技、教育、農業、文化、觀光等各項產業的相互觀摩，讓兩縣更進一步發展，也由衷希望兩縣縣民在我們彼此的縣府團隊帶領下，能更健康和幸福。

Der Landrat Stefan Sternberg des deutschen Partnerkreises Ludwigslust-Parchim besucht den Landkreis Yunlin; die Landrätin von Yunlin Li-shan Chang empfängt die Delegation und wünscht sich engere, beidseitige Beziehungen

 

Die Delegation aus Ludwigslust-Parchim, der Partnerkreis von Yunlin in Taiwan, kommt am 26. Mai 2023 in Yunlin an, um ein fünftägiges Austauschprogramm zu unternehmen. Geleitet vom Landrat Stefan Sternberg, werden die sechs Delegationsteilnehmer inklusive Minister für Inneres, Bau und Digitalisierung in Mecklenburg-Vorpommern Christian Pegel und Kreistagspräsident Olaf Steinberg von Landrätin Li-shan Chang im Janfusan Resort Hotel empfangen. 

 

Die Partnerschaft zwischen Yunlin und Ludwigslust-Parchim geht zurück auf 1999, als der Grundstein für eine hervorragende Beziehung gelegt wurde. Auf Einladung von Yunlin kamen der Landrat und Kreistagspräsident 2017 in den Landkreis Yunlin, um am Laternenfest teilzunehmen. Aufgrund der schwierigen Situation im Zusammenhang mit COVID-19 war ein Gegenbesuch des Partnerkreises Yunlin leider nicht möglich. Um die Beziehungen zu vertiefen, hat 2021 Landrätin Chang zum Anlass des zehnjährigen Jubiläums des Landkreises Ludwigslust-Parchim ein Kalligraphiewerk zusammen mit einer auf Yunlin zugeschnittenen Puppe als Geschenke überreicht. 

 

Der Reisezweck der Delegation von Ludwigslust-Parchim hat das Thema Digitalisierung im Mittelpunkt. Mit der Überzeugung, dass Digitalisierung die Zukunft in vielen Bereichen bestimmen wird, hat Landrätin Chang sich vorgenommen, im Bereich von Bildung, Sport, Gesundheit und Wohnraum die Digitalisierung voranzutreiben und Infrastruktur zu Smart City zu leiten, u.a., Starbase of Crescent Harbor, Smart Home Exhibit Hall, Sport Tech Exhibit Center und digitalisierte Agrarwirtschaft und Fischerei. Die Landrätin hofft, dass durch den Austausch die beiden Landkreise ihre Erfahrungen in verschiedenen Bereichen teilen und gemeinsam digitalisierte Städte schmieden. Sie hofft auch, dass die Delegation nicht nur die Digitalisierung von Yunlin erlebt, sondern auch die lokalen Spezialitäten genießt. 

 

Der Abteilungsleiter für zivile Angelegenheiten Hsiao Te-shu weist darauf hin, dass der Landkreis Ludwigslust-Parchim sich in Mecklenburg-Vorpommern zwischen Hamburg und Berlin befindet. Nachdem Ludwigslust und Parchim 2011 zusammengelegt wurden, ging der flächenmäßig zweitgrößte Landkreis in Deutschland mit Schwerpunkten Landwirtschaft, Zuckerherstellung und Maschinenbau daraus hervor. Durch die Vermittlung von Generaldirektor Yu-shun Chen der Taipeh Vertretung, Büro Hamburg, kommt diese Delegationsreise zustande, die ein Kennenlernen der beiden Landräte ermöglicht. Die Kreisregierung von Yunlin hat auch ein ausführliches Programm organisiert, um den Gästen aus Ludwigslust-Parchim Yunlin vorzustellen. Die Gäste werden nicht nur die Infrastruktur der Smart City kennenlernen, sondern auch die Schönheit und Spezialitäten Yunlins, wie die Landschaft in Caoling, Kaffee in Gukeng und Möhrensaft, erleben. Zum Schluss wird die Delegation Taiwans Digitalministerium besuchen und das Nationale Palastmuseum besichtigen. 

 

Landrätin Chang betont, dass die Landkreisregierung von Yunlin sich in diesen Jahren sehr für die Digitalisierung einsetzt, um den siebzehn UN-SDG-Zielen nachzukommen und sich mit der internationalen Gemeinschaft enger zu verknüpfen. Sie wird in der Zukunft den Austausch mit ausländischen  Städten vorantreiben und deren erfolgreiche Erfahrungen annehmen, damit Yunlin internationalisierter und moderner wird.

The Mayor of Germany’s Parchim County, a sister county of Yunlin, arrived in Taiwan to visit and meet with Yunlin County Magistrate Chang Li-shan, who welcomed him warmly with the hope for a deeper exchange between the two counties. Yunlin County and Parchim County have been sister counties since March 15th, 1999.

 

Yunlin County was visited by a delegation of six people from Parchim County, which is situated in Mecklenburg-Vorpommern, Germany. These six people included County Mayor Stefan Sternberg, Minister of Interior, Construction and Digital Affairs Christian Pegel, and County Council Speaker Olaf Steinberg. They arrived in Yunlin at noon on May 26th. Their visit and exchange lasted for five days and four nights. The Yunlin County Government hosted a welcome dinner at the Janfusun Prince Hotel. The overarching goal was to deepen the 25-year friendship with the sister county of Parchim County, Germany, and welcome the guests who traveled far and wide to visit Yunlin.

 

Yunlin County established a sister county relationship with Parchim County in Germany in 1999 (the 88th year of the Republic of China). Thus, the friendly exchanges between the two counties began. In 2017 (the 106th year of the Republic of China), the county government invited the mayor and speaker of Parchim County to visit the 2017 Taiwan Lantern Festival hosted by Yunlin. After this visit, Yunlin repeatedly invited the county to visit again, but it was impossible due to the coronavirus epidemic. In 2021 (the 110th year of the Republic of China), when the county celebrated its 10th anniversary of revitalization, County Magistrate Chang Li-shan presented a calligraphy scroll and a mascot for the National Middle School Games specifically to congratulate Parchim County, solidifying the meaningful friendship between the two counties. 

 

This time, the German Parchim County visited Yunlin particularly to observe the county’s digital promotion efforts. With the advancement of technology, digitalization is the future of numerous industries. For this reason, County Magistrate Chang Li-shan assigned special units to bring the digital technology world into education, sports, medicine and home life. Development of various aspects such as the establishment of the Yunlin’s Smart Education Center, Assistive Device Resource Center (Smart Home Living Hall), Sports Technology Demonstration Center, Smart Agriculture and Fisheries and other major digital facilities will develop Yunlin into a smart county. Through this county exchange with Parchim County, the hope is that there will be a sharing of successful experiences in multiple aspects, especially in building a digital city together. Yunlin County’s goal is for the Parchim County Mayor team to experience the digital achievements of this county during their visit. Simultaneously, Yunlin County warmly welcomes Parchim County to enjoy an opportunity for cultural enjoyment, tasting authentic Yunlin products and local delicacies throughout their trip.

 

The director of the Civil Affairs Department, Xiao Deshu, shared that Parchim County is located in the northeast of Germany’s Mecklenburg-Vorpommern, between the two metropolitan areas of Hamburg and Berlin. After merging with Ludwigslust County in 2011, it became the second largest state-county in Germany. Its main industries include sugar making, agriculture, transportation, and mechanical industry. This time, I would like to thank Chen Chuchang, the director of the Ministry of Foreign Affairs in Hamburg, and Zuo Secretary Long Di for their hard work in facilitating exchange between the two counties. In addition to meeting with the leaders of both counties, the Yunlin County Government also arranged for the VIPs to visit Yunlin’s Smart Education Center, Smart Home Living Hall and Smart Agriculture and Fisheries. To experience the deep beauty of Yunlin County and the healing power of the forests, they also arranged a relaxing trip to Gukeng Caoling Line. Yunlin’s mountains and seas not only let the VIPs experience the county’s digital achievements, but also gave an intimate view of the natural beauty of the county. The sister county also got the chance to enjoy Yunlin’s specialty products such as carrot juice, Gukeng coffee and other local ingredients. The hope is that the sister county VIPs can enjoy Yunlin’s food and scenery and understand Yunlin deeply, falling in love with the county. On the last day of the visit, the Ministry of Foreign Affairs also arranged a visit to the Department of Digital Development and the National Palace Museum.

 

County Magistrate Chang Li-shan said that the county government has actively promoted digitalization in recent years, and all policies echo the 17 indicators of the United Nations SDGs and are in line with international community standards. In the future, it is necessary to learn from the successful experiences and advantages of foreign cities. Only by continuously accelerating forward can Yunlin become a modern and international city, achieving a better future!
